State-wise Quarantine Guidelines For Travelers From Australia To India

As we take off to the skies amid the worst COVID-19 situation, the government of India has introduced certain obligatory protocols for travellers flying from Australia to India, in different states of India. Prior to your departure date, it is important to go through the new COVID rules of the different states of India you will be landing. Here are some mandatory guidelines that international passengers must follow on their arrival to India.

RT-PCR Test Reports

The new COVID restrictions regarding the RT-PCR test are as follows- 

  • The asymptomatic passengers who are travelling on connecting flights will be spared from the institutional quarantine at the transit city, only if they are carrying a negative RT-PCR test report that should be conducted within 96 hrs prior to their flight.
  • RT-PCR test is not required for the travellers who are travelling on direct international flights from Australia to India and is also not required for passengers who do not wish to seek exemption from institutional quarantine.
  • It is mandatory for all arriving passengers to submit a self-declaration form on the online portal- https://www.newdelhiairport.in/airsuvidha/apho-registration, at least 72 hours prior to their travel date.
  • International passengers who are asymptomatic and are travelling under exceptional circumstances like a death in the family, pregnancy, serious illness and parents accompanied by children of the age of 10 years or below will be exempted from institutional quarantine. But, these passengers will also have to undergo mandatory 14 days of home quarantine.
  • Passengers can seek exemption from institutional quarantine by giving a negative RT-PCR test report on arrival. This test should have been conducted 96 hours before their departure date.

Obligations

  • The passengers who are arriving from Australia to India must have the Aarogya Setu App installed on their mobile phones.
  • It’s obligatory for all passengers including children and infants to submit a self-health declaration form on Air Suvidha Portal.
  • All passengers including adults, children and infants need to upload the latest negative RT-PCR reports on Air Suvidha Portal. The test should be taken within 72 hours before departure.
  • It’s important for all the passengers including children and infants to submit an online declaration with respect to the licitness of the RT-PCR report and to follow the rules of the government that staes to undergo home quarantine/ self-health monitoring for 14 days or as warranted.
  • Passengers can only apply for exemptions from the RT-PCR in case of death in the family. The application must be registered online at least 72 hours prior to the departure on the Air Suvidha Portal.
  • It’s important for all the passengers to share online SDF/RT-PCR exemption approval to the health authorities after arrival.
  • Passengers including children and infants should have digital or physical copies of the proof of their self-health declaration form submitted on the Air Suvidha Portal along with their RT-PCR report. If the passenger fails to do so, he will be denied boarding the flight at the origin station.

Delhi

Quarantine Requirements

  • International passengers will have to quarantine themselves for 7 days at government-designated hotels.
  • Post institutional quarantine of 7 days, international passengers will have to quarantine themselves for another 7 days at home.

Airport obligation

  • The thermal screening will be done of all passengers on arrival.

Jammu & Kashmir

Quarantine Requirements

  • Passengers will have to quarantine themselves for 14 days at government-designated hotels. 
  • No home quarantine for the Defense Personnel
  • The state domicile will have to do a Swab test, followed by a home quarantine if the test results are negative.

Airport Obligation

  • Passengers will be tested on COVID at the airport.
  • Post the COVID test, the passengers will be kept in Institutional quarantine until results are negative for the Test (4 days for test results).
  • After getting the negative result passengers will be kept in-home quarantine.

Madhya Pradesh

Quarantine Requirements

  • Passengers will have to go for institutional quarantine for 10 days, if symptomatic on arrival and get tested positive. 
  • They will have to be in Institutional Quarantine till their reports get negative.
  • Asymptomatic passengers will have to home quarantine themselves for 7 days.

Airport Obligation

  • Passengers will have to go through Thermal screening and health profiling on arrival. 
  • If the passenger is symptomatic, a COVID test is to be performed and institutional quarantine till the test result.

Punjab

Quarantine Requirements

  • Only international passengers will have to quarantine themselves for 7 days at government-designated hotels.
  • Domestic asymptomatic passengers will also have to home quarantine themselves for 14 days.

Airport Obligation

  • Registration on the COVA Punjab app will be checked for each passenger.

Chandigarh

Quarantine Requirements

  • Passengers will have to home quarantine themselves for 14 days.

Airport Obligation

  • All residents of Punjab should undergo the COVID 19 test, which is free of cost.

Uttar Pradesh

Quarantine Requirements

  • International passengers will have to quarantine themselves for 7 days at government-designated hotels.
  • Domestic asymptomatic passengers will have to quarantine themselves for 14 days.

Airport Obligation

  • Thermal screening will be conducted for all passengers.

Andaman and Nicobar Islands

Quarantine Requirements

  • Passengers need to quarantine themselves for 14 days after arriving in Andaman and Nicobar Islands.

Assam

Quarantine Requirements

  • The current covid restrictions mentions that passengers will have to quarantine themselves for 7 days at government-designated hotels. 

Exemptions-

  1. Pregnant women
  2. The elderly person above 75 years
  3. The person who needs to attend the funeral of immediate relation
  4. Children below 10 years
  5. Divyang
  6. An immediate relative of hospitalized patients
  7. People pre-existing health conditions.
  • Passengers will have to quarantine themselves at home for 7 days, post completion of institutional quarantine.

Airport Obligation

  • The thermal scanning will be done at the airport’s exit point.

Chhattisgarh

Quarantine Requirements

  • Passengers are required to home quarantine themselves for 14 days.

Airport Obligation

  • Thermal screening of every passenger 
  • Post arrival, every passenger needs to register on this link 

Jharkhand

Quarantine Requirements

Passengers will have to home quarantine themselves for 7 days, according to the India COVID restrictions.

Exemptions-

  1. Passengers who have to return within 72 hours from the arrival into the state of Jharkhand. 
  2. Passengers who are moving through the state during interstate movement. 
  3. Government of India officials on official duty. 
  4. Passengers who undertake daily interstate travel for purpose of industrial, agriculture or health care activities.

Airport Obligation

  • The thermal screening will be conducted for all passengers post-arrival. 

Odisha

Quarantine Requirements

Passengers, who are not carrying RT-PCR/RAT negative report or vaccination final certificate, will be subject to mandatory home/paid institutional quarantine as advised by the health authorities upon arrival. 

West Bengal

Quarantine Requirements

  • Asymptomatic passengers will have to go through 14 days of self-monitoring.
  • If a person is on official duty and has tested negative for COVID-19, he will be allowed to perform the duty & return without any restrictions.

Goa

Quarantine Requirements

All the asymptomatic passengers are exempted from quarantine.

Gujarat

Quarantine Requirements

  • Asymptomatic passengers who are arriving at Ahmedabad, Surat, and Rajkot, are spared from quarantine, as per the new COVID rules.
  • Symptomatic passengers will have to undergo an RT-PCR test at their own cost upon arrival.

Airport Obligations

  • The thermal screening will be conducted for all passengers arriving in Gujarat. 

Rajasthan

Quarantine Requirements

  • All asymptomatic passengers arriving at Rajasthan will have to undergo voluntary home quarantine for 14 days. 
  • COVID-19 test will be performed for all symptomatic passengers 
  • The symptomatic passengers must be isolated at the nearest health facility. 

Airport Obligations

  • All passengers will have to submit a Self-Health Declaration Form and go through the screening process.
  • Passengers who are travelling to Udaipur are required to upload a copy of their RT-PCR negative report on http://emitra.rajasthan.gov.in. 

Mumbai

Quarantine Requirements

  • Asymptomatic passengers will have to undergo a home quarantine of a minimum of 7 days.
  • The asymptomatic passengers who want to stay in Maharashtra for a period of 7 days or less will be exempted from mandatory quarantine.

To seek exemption from home quarantine, it is mandatory to upload the request online at the government website- https://portal.mcgm.gov.in, before your travel.

Airport Obligation

  • Thermal screening will be conducted for all passengers at Mumbai airport.
  • It is mandatory for the passengers to carry an RT-PCR report not earlier than 72 hours before the scheduled time of landing or who are fully vaccinated (two doses) and have completed 15 days from receipt of 2nd dose 

Telangana

Quarantine Requirements

Asymptomatic passengers arriving at Telangana must self-monitor their health for at least 14 days post-arrival.

Airport Obligation

  • Thermal screening is to be done for all passengers arriving in Telangana.

Karnataka

Quarantine Requirements

All asymptomatic passengers arriving at Karnataka must self-monitor themselves for 14 days.

Airport Obligation

  • Thermal screening shall be done for all passengers arriving in Karnataka.

Kerala

Quarantine Requirements

  • Asymptomatic passengers will have to show their e-pass to the health department at the airport and undergo home quarantine for 14 days, following the new COVID restrictions.
  • Passengers who are coming to Kerala for less than 7 days are spared from home quarantine provided they get an entry pass for a short visit from the Jagratha portal- https://covid19jagratha.kerala.nic.in/home/shortVisit/.
  • Passenger travelling further to Tamil Nadu or any other state, it is mandatory to obtain an e-pass for Tamil Nadu or any other state depending upon his final destination. Without the e-pass, the travellers will be denied entry at the state border.

  • The thermal screening will be done for all passengers arriving in Kerala. 

Madhya Pradesh

Quarantine Requirements

Asymptomatic passengers who are landing at Andhra Pradesh airport will have to undergo home quarantine for 7-14 days. 

Airport Obligation

  • Thermal screening and health profiling on arrival
  • Symptomatic passengers will have to perform a COVID test and institutional quarantine till the test result.
